中国文艺志愿者协会于 2013 年 5 月 23 日在北京成立，由文艺志愿者和文艺志愿服务组织以及关心支持文艺志愿服务的相关单位自愿组成，协会拥有 30 个团体会员，文艺志愿者登记注册数量 13 万人，文艺志愿服务组织登记注册 4184 个，每年 5 月 23 日为中国文艺志愿者服务日。

发展历史：
2013年5月23日，中国文艺志愿者协会在中国文艺家之家成立，近 400 位各艺术门类的老中青艺术家出席成立大会。
2014年3月19日至21日， 2014年中国文联文艺志愿服务工作会议暨中国文艺志愿者协会第一届理事会第二次会议在广州召开。
2018年10月11日，中国文艺志愿者协会第二次全国代表大会、全国文联文艺志愿服务工作会在北京召开。
2021年3月5日，中国文艺志愿者协会分别在湖南长沙和辽宁抚顺举行授牌仪式，湖南雷锋纪念馆和抚顺市雷锋纪念馆设立为中国文艺志愿者协会学雷锋基地。
2023年9月4日，中国文艺志愿者协会第三次全国代表大会在北京开幕。
业务范围：
1.动员文艺家、文艺工作者、文艺爱好者投身志愿服务，培育和发展壮大文艺志愿者队伍。
2.规划组织文艺志愿服务活动，协调指导各团体会员开展志愿服务，打造文艺志愿服务活动品牌。
3.推进文艺志愿服务组织管理和实施网络建设，建立文艺志愿者注册、管理、评价、表彰、激励机制。
4.逐步建立覆盖广泛、上下联动、规范有序的文艺志愿服务组织实施网络，推动文艺志愿服务规范化、常态化、事业化发展。
5.争取党政有关部门支持，整合各类社会资源，积极推动文艺志愿服务事业发展。
6.开展文艺志愿服务国际交流。
7.针对会员开展联络协调、服务培训等工作。
为提升中国文艺志愿者协会统筹指导全国文艺志愿服务工作效能，2022 年 3 月 5 日，协会印发了《关于加强新时代文艺志愿服务的意见》，对新时代文艺志愿服务的指导思想、基本原则、加强文艺志愿服务项目体系建设和组织领导等方面进行了规定，对新时代文艺志愿服务政策的针对性、指导性、有效性提出了明确要求，成为指导新时代文艺志愿服务的制度安排和基本遵循。

China Literary and Art Volunteer Association was established in Beijing on May 23, 2013, voluntarily composed of literary and artistic volunteers and literary and artistic volunteer service organizations and relevant units that care about and support literary and artistic volunteer services, the association has 30 group members, the number of literary and artistic volunteers registered is 130,000, and 4,184 literary and artistic volunteer service organizations are registered, and May 23 is the Chinese Literary and Art Volunteer Service Day on May 23 every year.
Development History:
On May 23, 2013, the China Literature and Art Volunteer Association was established at the Home of Chinese Writers and Artists, and nearly 400 old, middle-aged and young artists from various art categories attended the inaugural meeting.
From March 19th to 21st, 2014, the 2014 China Federation of Literary and Art Circles Literary and Art Volunteer Service Work Conference and the second meeting of the first council of the China Literary and Art Volunteer Association were held in Guangzhou.
On October 11, 2018, the Second National Congress of the China Literary and Art Volunteers Association and the Literary and Art Volunteer Service Work Conference of the All-China Federation of Literary and Art Circles were held in Beijing.
On March 5, 2021, the China Literary and Art Volunteers Association held awarding ceremonies in Changsha, Hunan Province and Fushun, Liaoning Province, respectively, and the Hunan Lei Feng Memorial Hall and the Fushun Lei Feng Memorial Hall were established as the Lei Feng Learning Base of the China Literature and Art Volunteer Association.
On September 4, 2023, the Third National Congress of the China Literary and Art Volunteers Association opened in Beijing.
Business Scope:
1. Mobilize literary artists, literary and artistic workers, and literary and artistic lovers to devote themselves to volunteer service, and cultivate and develop a team of literary and artistic volunteers.
2. Plan and organize literary and artistic volunteer service activities, coordinate and guide members of various groups to carry out volunteer services, and build a brand of literary and artistic volunteer service activities.
3. Promote the establishment of networks for the management and implementation of literary and artistic volunteer service organizations, and establish mechanisms for the registration, management, evaluation, commendation, and incentive of literary and artistic volunteers.
4. Gradually establish a network for the implementation of literary and artistic volunteer service organizations that is extensive, linked from top to bottom, and standardized and orderly, to promote the standardized, normalized, and professional development of literary and artistic volunteer services.
5. Strive for the support of relevant party and government departments, integrate all kinds of social resources, and actively promote the development of literary and artistic volunteer services.
6. Carry out international exchanges of literary and artistic volunteer services.
7. Carry out liaison and coordination, service training and other work for members.
In order to improve the effectiveness of the China Literary and Art Volunteer Association in coordinating and guiding the national literary and artistic volunteer service, on March 5, 2022, the association issued the “Opinions on Strengthening Literary and Artistic Volunteer Service in the New Era”, which stipulates the guiding ideology, basic principles, strengthening the construction and organizational leadership of literary and artistic volunteer service in the new era, and puts forward clear requirements for the pertinence, guidance and effectiveness of the literary and artistic volunteer service policy in the new era. It has become the institutional arrangement and basic compliance to guide the volunteer service of literature and art in the new era.
